On a fateful day in August 2023, Peoria police responded to a call from OSF HealthCare Saint Francis Medical Center, alerting them to the discovery of a video camera in a women’s restroom within the facility. The camera had allegedly been placed there by Chang, capturing unauthorized footage of female employees.

A female employee stumbled upon the concealed camera after it accidentally dislodged from its hiding place in the bathroom.

Upon further investigation, law enforcement officers discovered that the camera contained videos recorded on August 9th depicting women using the restroom facilities. Additionally, footage of Chang setting up the camera was also found on the device.

Despite diligent efforts by detectives, the identity of the woman featured in the videos has yet to be determined. As a result of the incident, Henry Chang was arrested and subsequently charged with the offense of unlawful video recording, categorized as a Class 4 felony.

Chang’s legal proceedings have led to his confinement within the Peoria County Jail, where he is being held on a $10,000 bond.

In addition to the bond requirement, he has been subjected to GPS monitoring and has been mandated to surrender his passport, restricting his ability to travel.
